On Thursday, 18 September 2025, a regular session of the Programme Council was held at the premises of the National Academy for Public Administration. At the session, important documents for the coming year were discussed and adopted, including the proposal of the General Training Programme for Civil Servants and the Training Programme for Managers in State Authorities for 2026, as well as the proposal of the General Training Programme for Employees and Managers in Local Self-Government Units. The Council members also considered the report on the implementation of training in 2025, which includes the execution of special programmes in local self-governments, with a review of results achieved so far and the challenges encountered. In the process of developing the 2026 Training Programmes, representatives of state authorities and permanent Programme Commissions provided an important expert contribution to the creation of a quality system of professional development for employees in public administration.
At the session, the Academy presented activities aimed at improving cooperation with domestic and international partners, as well as efforts to enhance the quality of training programmes. An initiative was launched to amend the Law on Civil Servants, proposing the introduction of mandatory professional development and its linkage with performance evaluation. In this context, a draft conclusion was also prepared recommending that all public administration bodies undertake activities to register employees on the LMS platform and ensure their active participation in training.
The Academy continues the practice of conducting training in local self-government units, in order to make professional development accessible to all employees, regardless of financial or logistical constraints, as confirmed by the recently held training in Smederevska Palanka.
All the aforementioned data and activities confirm the Academy’s continued commitment to improving the professional development system and building an efficient, modern, and citizen-oriented public administration. The Programme Council continues to be a key lever in the development of this system, through ongoing cooperation with institutions at home and abroad, as well as with the support of all public administration stakeholders.
