Professional development of civil servants is laid down in the Law Amending the Civil Servants Law. The forms and contents of professional development are based on programmes.
Professional development programmes include:
- General training programme,
- Training programme for managers,
- Specific training programmes tailored to specific needs from the scope and competence of state authorities.
The General Training Programme is implemented for the aim of increasing knowledge and skills for performing tasks in state authorities, according to identified needs, and it includes:
- Initial training programme,
- Programme of continuous professional development of civil servants in state authorities.
The initial training programme includes the professional training of civil servants who establish an employment relationship in a state authority for the first time, as well as for preparing for the state professional exam. The initial training program is prepared and implemented depending on the educational attainment level, and it contains the basic elements of the state professional examination program.
The programme of continuous professional development of civil servants in state authorities encompasses general and special topics from the competence of state authorities, practical knowledge and skills that are common or distinguish most users. The programme of continuous professional development of civil servants aims at providing systematic approach to planning, coordination and implementation of professional development of civil servants.
