The third session of the Programme Council was held today at the premises of the National Academy for Public Administration (NAPA), during which the Report on Identified Professional Development Needs for 2026 was presented.
This session marks a continuation of the Academy’s efforts to develop a new professional development programme for the coming year. Between February and June, extensive analyses were conducted—drawing on a wide range of sources, from strategic framework documents and 2024 performance evaluation reports of civil servants, to recommendations from independent bodies and assessments of the organisational needs of state administration and local self-government.
The report presented to the Council members serves as the foundation for launching a consultative process with various stakeholders—a key step in the development of the training programme. The Programme Council plays a vital role in this process, providing expert insights that inform all stages of the preparation and implementation of professional development initiatives.
During the session, Council members shared comments, conducted analyses, and offered suggestions for enhancing future programmes. According to the timeline, the development process will continue over the next two months, with draft programmes expected to be adopted in September, thereby formally initiating the approval process by the Government of the Republic of Serbia.
Through this approach, NAPA seeks to ensure the timely and high-quality planning and delivery of training for employees in state administration and local self-government in 2026.
